I figured it out.

The ISO is definitely the issue... now here's the odd part though, the EU game won't corrupt your memory cards but it creates some weird audio bugs when trying to save the game. It'll loop the background ost until you get into the next area. I think that theres just something super funky going on with the coding in Dead to Rights, but it's odd the rom has so many positive reviews yet there's that major save bug. Perhaps its exclusive to the steam deck or something? Iunno, but the eu version seems to work fine outside the audio loop issue.
