The real boss of semi plausible anime clothes is Shamiko's kiki kanri form. You could solve it with a thin fishing line type string from the pads to the collar if you're boring, but the cool solution is magnetic nipple piercings and some ferromagnetic material woven into the pads. You could also do that to keep clothes with breast_curtains in place, Shamiko's bra thing is basically breast curtains in reverse.
