I get that Oda is very particular about who gets haki in the Straw Hats, there’s a reason why Zoro has a faulty conqueror’s haki that he doesn’t know about, let alone control, and why Sanji isn’t confirmed to have conqueror’s but his muted shocked reaction from what Gaban told him could reveal a hidden strength he wasn’t aware of either.

Robin can easily snap necks pre-TS, but that isn’t applicable to post-TS difficulty creep. Franky was once on equal footing with Luffy, but Oda made him fight with his inventions instead because that’s more creative than just coating a limb in black substance. Usopp had observation haki once, an excellent skill for a sniper to have, but he never showed it again, though I can’t defend it because Oda thinks Usopp is better off as a one-note punching bag. Chopper is the only one within the weaklings who has the balls and spine to stand up to people stronger than him, even if he can’t damage them, though giving him armament haki would help him a lot offensively and defensively.
