Smoker is the only Logia already introduced pre-Haki who became a bit of a jobber post-Haki introduction (and whilst in his fight with Vergo it was a deliberate act to distract Vergo, his performance against Doflamingo on the other hand was genuine jobbing). Only some of the new post-Haki introduced Logias were made to job (most egregiously the Numa Numa no Mi), whilst all the other old Logias still remain top tier. And even in Caesar's case, his gas logia more so jobbed to Luffy's post-Magellan poison resistance rather than to his Haki in their initial fight.

I don't think that's the issue. The problem with Seastone is that it's inflexible. You'd basically be forcing Luffy to fight purely as a boxer. It doesn't suit Luffy to limit himself to a specific weapon.

Plus at that point, pretty much the entire cast would need to carry seastone weapons. Zoro would need to switch out all of his weapons, including Wado Ichimonji, with weapons embedded with seastone. Sanji would need to always have seastone grieves. Even if you hate it, armament haki basically allows Luffy to fight as he always has. An arm imbued with armament haki can stretch and skew and bounce as Luffy pleases. A seastone gauntlet can't do that.

Early OP is a real fun action adventure with this really unique boisterous cartoony charm. Inspired by Vicky the Viking iirc.
