Chink devs don't even follow this themselves. All current big chink mmos have some sort of gacha in them. Last time they tried to ban kids from playing gacha games and tencent/netease stocks dropped by 33% - which translates into the commie party losing money since everything is partially state owned anyways. They promptly reverted that ruling which made the stocks go up again.

As far as I know: release directionas when you get knocked down, then hit dodge+direction to make a quick getup with iframes. If you hold directionals you'll do the slow getup. If you get knocked over with no stamina you'll also be stuck with slow getup.
