Only the rich are having children while average people can't afford it or even afford a place to start a family. In the past the elite in society always had smaller families while the average person had a big family. It is all inverted now with the rich having bigger families than they used to except the average person can't even afford to have one child at this point let alone finding a woman to start a family with.
