I hope you understand that even in the perfect regime that is Super Earth there are dissidents and other armerd criminals that need to be killed for prosperity. Just because we don't do it in gameplay doesn't mean it's not happening. Helldivers thwart armed rebellions all the time and as for gameplay there's a less than zero chance we'll eventually get to the cyborgs in order to separate the meat from the shell like lobsters.
