Think about mahjong like rolling 1d6 against an opponent one per shanten.

Tenpai vs Tenpai it is 1/6 vs 1/6 an even bet
Tenpai vs Iishanten is 1/6 vs 1/36 a bad bet
Tenpai vs ryanshanten is 1/6 vs 1/216 a retarded bet

So given there is no exception circumstance the ONLY correct answer is to discard the safest tile as your hand is worthless by it's shanten. That is sha as you have two copies dealing into only 3 combinations compared to the 9m deal in to 6 combinations.
