The "local population becomes retarded" line ignores that the same locals would be overworked and undertrained if immigrants weren't filling these roles. Diplomas or not, immigrants keep the system running: without them, shops wouldn't open, trains wouldn't run, construction would halt, and hospitals would collapse.
