I live on a council estate and besides the police cars, crackheads and stabbings it's pretty lit desu. There is a sense of community and authentic culture that you don't get in a lot of other places. The pub down my road has really cheap pints, sometimes people are fighting outside though or ask me for drugs

I mean desu there are still a lot of cool and beautiful things here, and I'd definitely recommend visiting as a tourist if you have some money and can visit some nice places
But yeah, if you are a poorfag living on a gloomy rainy council estate, it's overall pretty miserable. Cost of living has not kept up with wages, industrial jobs are becoming increasingly scarce, Norf FC sees very little development. Rampant chavos and druggies overall paints a rather derelict scene. Optimistically, this is part of why so much class music and art is borne out of the UK lol, because what else is one to fucking do...
