There are indeed many red herrings, such as the fluoride swishes. GATE was simply used to separate out two categories of very gifted children: those who are obedient and can benefit the system, and those who are questioning and are a threat to the system. There was very little to nothing paranormal about it, but the Stasi-inspired Zersetzung tactics used against those who are a threat to the system is intended to induce paranoid thought.

These kids seemed to have been groomed for specific classes and all pursued advanced STEM degrees or political degrees. These kids also seem to have been helped along towards that end. Category 2 are kids who didn't get 'selected'. They found themselves in positions where their education was sabotaged from middle school on, refused entry into honors roll and other things that would make children that would otherwise be high achievers give up and become massive underachievers. People from the chans are category 2.
