For me, an IP is truly dead when no one talks about it (fan or dev wise) or there little to no art of it. Take Tai Fu here, one game, came out a year before the PS2 was set to come stateside, fan art is years apart, and the dev studio that made it got a name change (DreamWorks Interactive to EA Los Angeles and finally Danger Close Games) and said studio got shut down back in 2013.
