I prefer Sunbreak's system because:
A. A lot of the skills actually work pretty well at lvl1. e.g. Bloodlust, Dereliction, Heaven-sent, and Powder Mantle. There could also be interesting interactions between them; like how Heaven-sent lv1 and lv2 enables Grinder. S while lv3 acts almost like a completely different skill. And how Dereliction's health drain was used almost solely to trigger Strife and Resentment so you only run lv1
B. They can always decide to later release them into the Charm or Qurio crafting skill pool.
Why I don't like Set Bonus Slop:
Evidently they aren't creative enough to come up with unique set bonuses for every group/mon, so they just turns regular situationally useful skills like Fortify and Resuscitate into a group skill, and that just made nobody use them because group skills are an pain in the ass to build towards. Honorable mention to Might bow being locked behind 4 pc. Legiana and Spare Shot behind Kirin in World.
Maybe in the giga-late-ultimate endgame these system would work similarly once everything is available everywhere. But Set Bonus Slop is especially limiting in early metas like rn in Wilds
