this isn't from voter ID, it's PURELY from the population changes after (and a bit before) covid. So many people fled blue states policies and shitholes and moved to red states. There are actual, legitimate consequences from that which are manifested in the census. The loss of population means less congressional representation, electoral college votes, and federal funding.
And that's before regular redistricting, voting rights act changes to racial distracting, AND illegals not being counted in the census too.
