Ukraine is just smaller, Russia too big.
Also corruption, I'd be surprised if even a quarter of all the aid sent to Ukraine actually made it to the battlefield, most probably went to black markets.
Ukraine is just as corrupt as Russia, thats why their people chimped out in 2014 to begin with.
