That's not its only use. If you burn a downed enemy it makes everyone around him catch fire. The idea is you use it to plan ahead and take out entire groups with a single match.

The amount of people who used matches wrong in Evil Within should be outright criminal. They used them mostly assuming the enemies revive after some time like some copycat RE1R mechanic instead of timing them to burn several instantly.
