Call me retarded, but this new angle kind of makes sense. The Shadowlands contains elements of Order, Death(obviously), and Nature plus others.
If we look at Order as trying to control and align everything, then it makes sense for them to have a motive to try to keep everything within a system of their creation instead of letting souls go to a "true" afterlife.
In short, it begins to explain why Death is so convoluted and why we have such an easy time accessing it from the material realm, it isn't actually fully beyond the veil of the living.
It would also explain why Undeath works how it does, the forces being manipulated in Death magic aren't actually fully passed they are simply being pulled back from the brink.
This is probably the best they can do with what they have to work with desu
