At what point is a character a loli and at what point are they just a teenager / petite woman?
Veyle looks like a teenager and generally acts like one despite some childish traits. Nowi looks and acts like a child, but has a more mature side deep down. Nah looks like a child and acts like an adult, but has a more childish side. Hortensia looks and acts like a teenager, and she’s even listed as 14 years old in the game’s files. Tiki looks and acts like a child, and she mentally is a child since she’s spent most of her life asleep. Fae looks and acts like a child, and seems to have the mental capacity of one too. Myrrh looks like a teenager and acts like a teenager/adult.
So with that in mind:
