Personally I think it's hard to compare a lot of statistics between countries directly because there are so many differences. Reporting rate of both the crime itself and whether the local authorities record it is a pretty big one. I'm sure in lots of hard places people don't bother reporting a lot of crimes, they just deal with it themselves one way or another.
