The King of Terror is going to be Sat, who will also be the Horsemen's father.
Nuclear war will empower all of the Horsemen to awaken and summon him.

Satan's daughters are making the world into a living hell for him to rule.

What makes Shiga so interesting to me is how the Death Devil is described as this all-powerful King of Terror who is paid fealty to by the high ranking Devils and is far above everything.
But Shiga doesn't really act like that at all. She never retaliates after her sisters harm her and many of her pawns seem free to disobey her commands. Guilly told her to fuck off and Fire Devil seems to be rebelling against her.
Falling is the only one who treats her with any amount of respect or awe.
Either Shiga is the reincarnation of a previous, much more powerful and terrifying Death Devil, or the King of Terror is a separate individual altogether.
I think Shiga was basically given the position of strongest Devil by default after Pochita erased the alternatives to the end of life Devils that were probably vastly more feared than death.
Humans do turn into trees after living for long enough after all.

I really don't want to see Darkness taking orders from Shiga.
It would ruin him.
I don't mind Falling and I like Aging but they both pale in comparison to Darkness, he's easily the scariest Devil in the series.
I hope Shiga isn't the real King of Terror and the true KOT is something a lot more terrifying.
