Because its fucking USELESS and your opponent has to have bricked beyond belief for her to be utilized or effective.

Lapis is another card that showcases the issue with Haven, is that at turn 8+ the enemy is spamming legions and legions of mobs and summoning a random lapsis onto the field is instant lose for you.

At turn 8+ you're hard locked into spamming Chalice, jeanne, and Salefa every fucking turn and the moment you don't you lose.
Lapis would have been good if she was like a 4 cost maybe less.

At turn 5+ you're entirely dependant on Salefa to do board wipes.
This is why birb+ Jeanne setup is so meme tier, because YOU don't get to decide when to use Jeanne your opponent does with when he decides to spam the board and you're stuck having to utilize Jeanne to reset the board state.
