Correct however you have a fundamental misunderstanding on what that nature is. Each of the girls has a form of the stages of grief as a lie. The fundamental arc for all of them whether tragic or not is overcoming or succumbing to that lie. Madoka, who's emotions are available and who represents acceptance must become someone who doesn't accept things in order to become the person she wants to be. Both Kyuubei and Madoka share a motivation with wanting to affect the universe, however their way of seeing the world Utilitarianism vs a more humanism pov is where they come to blows. Both are attempting to overturn something fundamental about the universe.
Homura by comparison is just doing what madoka told her to do regardless of the wish she made.
