I don't think it's going to be sudden, it's going to be a series of little changes and selective enforcements until we're stuck in the wage cage. Either way, we've grown complacent in recent years. Downloading stuff you want and keeping it on your own HDDs is how we did things 15-20 years ago, so this is just a return to good practices we gave up.
