SPAA use tracers, always. Correcting for wind requires you to see your bullets. Remember that stars twinkle because there's constantly shifting turbulence in the air. It's not even possible for any fire control computer to accurately calculate external ballistics for a bullet past 2 km. Stealth belts only make sense on planes when you can get right up next to another airplane.
