Knuckles should always be the strongest in the main cast on raw strength alone. Sure Shadow can be written to spam chaos moves to get Knuckles off guard, but in the same way, Tails should be able to outsmart Shadow to a fight. Making it seem like only Sonic or Shadow can move the plot forward makes this franchise boring as FUCK
