Japan doesn't care about game preservation. They're minimalists and they tend to get rid of things in a cycle (Such as the custom with Daruma dolls) and the buddhist beliefs that inanimate objects can contain spirits and if that is not used for a while it needs to be forgotten or it will contain a bad spirit. (I'm paraphrasing).
That's why a lot of companies in japan can't do simple remakes or updates because they never kept their source codes for most of their stuff.
I also think things like the chao garden can never come back because someone who made that may not want them to use it anymore. It's been a long theory for a while it's not that SEGA don't want to do a chao garden and make money, it's that they can't for some reason.
