Because the "representation" is entirely performative and meant to be an advertisement.
The vitiligo is just incredibly easy to implement, similarly to tit removal scars and A/B bodytype text. They never add anything that would require actual work.
Even if the actual workers unironically believe they are doing something good, the management would never let them devote time to this useless bullshit but they see merit in spouting values of representation and realize it's just free money to do so. So they will implement every surface level "representation" that requires no real work to do so.
