Though personally I mostly fell out of this show somewhere around season 4 or 5, I always liked to think of it as more of a sandbox-ish open concept that just happened to come with a canon story as a bonus, like Warhammer or Black Rock Shooter. I imagine it's partially the same for a lot of people, they like the idea despite the execution, and the potential this idea holds. This world is a canvas and (You) can give it life!
On a semi-related note, recently I've been reading a RWBYxRozen Maiden fanfic starring Kirakishou and it was a surprisingly fun ride, despite the heavy yuri incline.
