They were young themselves, I'm sure they did the best they could and what they thought was right as they both also had trauma from before, they had the mentality of "not wanting to parent the way their parents had done" so whatever weight they had behind those words, context is something to consider for them as well, I failed myself, my sisters and even them for making wrong and terrible choices
