This reasoning is odd because JotC regularly reprints some of the best removal in the game in the commander sets.And if a commander gets exiled, they just play it again but for two mana.

Being more expensive happened a few years before any official JotC support for coomander. For instance replacing counterspell in the core sets with the more expensive cancel or a different weaker option after 7th edition. The only time it was in standard after 7th edition was in future sight. Mana leak in particular was removed in m2012 a year before the commander boxes were even made. Moreover, commander was only starting to become more popular then rather than being the sole motivating factor.

JotC was thinking mostly about standard with its expansions when it was downgrading available interaction before 2013 and commander, in spite of the mess it has caused in the last decade, is not to blame for the tendency to power creep creatures while often downgrading interaction. Commander, in conjunction with modern, only accelerated the power creep of creatures in mainline expansions.
