Note that after the slaying of Abel; Qayin gets "protection from the Lord; promising that whoever tries to strike Qayin down would be strucken down sevenfold themselves ("Thorns").
Qayin might be the same being as God; as the "founder of the first city; ie Civilization overall" etc. God is described as a King of some sorts; who might enjoy blending in in society.
Stuff surrounding "Qayin" might be tests on those in his surroundings rather than tests on him. Q is of mysterious origin; not genetically related to the Adamites; just growing up in "an adoptive family" (people of Qliphothic origins are not born naturally; but rather show up with "conceptually generated adoptive parents" around them in their childhoods).
Q might be Gods "DM character"; ie Gods physical prescence in Genesis; who goes off doing things outside field of view. Qayin is rumored to be immortal.

The Dragons (the true Monarchs) enjoy blending in overall; public faces of Monarchy is always "Royal Guard proxies".
