I've been consistently at the top 30 and I've never seen Utaha at this level. There is so flexibility on the tanks, particularly people using Marina. But for supports you only have 1 slot to pick from and the three I listed are the ideal ones.
I particularly use sAyane, she's great for deleting Hoshino.

The original Blue Archive plotline already ended, it was Volume F. There have been new chapters in old Volumes and even an entirely new one(Vol5) released since, so technically we're at the second part of the plot.
It doesn't go in circles, every event or story update actually introduces new elements and moves it forward.
