Circumcision in infancy is historically rooted in Judiaic traditions. Circumcision elsewhere takes place at the age of around 10 and is a ritual practice intended to dissociate sexuality from maturbation. Most men will mastirbate basically non-stop unless mutilated.

Mutilating the orgasm reflex makes those men more productive in other areas and therefore more useful to the governments/religious institutions that control them. It's just memetic natural selection.
