You are majorly exaggerating something that was played up for a gag. Blanc does not fawn over Plutia constantly and she doesn't show much concern when Plutia suddenly shows up with kids, either. She treats Plutia as a friend because she helped her up during her lowest point. Nothing more. Victory's period was also when the waifu drama CDs started being produced and Blanc, UD Blanc in fact, was a focus of some of them, also pretty neatly dispelling the idea that she's interested in Plutia or any of the other goddesses *that* way.

Because the consoles are all locked-down to prevent anything without license from working on them and Valve/Steam has cornered the PC market. They'd have to literally draw up legislation to strong-arm these platforms to not censor. I strongly believe gacha would suffer the same fate if they went after it as much as they do retail games, which is why I believe there is a deliberate effort to push otaku gamers onto the gacha plantation. Google and Apple could kill that entire market the same way S*ny did any time they want and yet they don't.
