I find it pretty odd that you used the character who went insane and was murdered by a pokemon to leave their son an orphan to be your example of the series being dumbed down. Cyrus is straight-up evil. His goal is to end everything. He's not misunderstood, he's just a stone-cold killer who doesn't waver when faced with moral platitudes.
Ghetsis is an egocentric asshole with a god complex, who similarly does not flinch at all and remains a massive prick until the bitter end.
Lysandre is a little bitch who got cold feet. He cannot be considered truly evil as the other 2 are.
Lusamine is a cunt, toxin or not.
Evice is cartoonishly evil; Greevil has buyer's remorse at the end of it all, realizing his entire plan sucked more dick than Lusamine, and he ultimately caught a case of feelings. Little bitch.

So yeah, you could say Ghetsis or Cyrus and be objectively correct when answering the question, "who's the most evil villain in Pokemon?"
