It could be seen that way - especially since realistically, getting into a relationship with such an abusive guy would be terrible - but a lot of stuff in Panty and Stocking would be terrible if held realistically. Imagine the sort of emotional problems someone who ACTUALLY fucks a thousand men would have, or the fact Garterbelt is a literal pedophile priest, but those are always played as jokes.
What I really think it means is that sometimes, following your heart is ugly. It's easy to glamorize "do what you want with who you want!" when it's the sexy girl having lots of sex and blowing up the bad guys and singing in a rock concert, because (in a less direct way) a lot of media ALREADY glamorizes that Die Hard Rockstar lifestyle. That's easy to like. But doing what you want also sometimes means doing things that legitimately offend and disgust others, and AREN'T glamorous.
