This is generally the rule for most dolls, and it's not the best idea to go for weapons or more than a dupe or two of dolls if you're mostly F2P trying to get everyone. Weapons, especially after the first one, rarely offer any functionality like character dupes do since they alter abilities and often add more functionality early on in the dupe count and then at the very end
You'll get SSR weapons with good stats from the Standard gacha with enough time for free, and you can get cope SSR weapons from the monthly battlepass that are also good even if they deliberately trade the usual SSR Crit Dmg substat for Atk% in order to be slightly worse compared to "real" rolled SSR weapons.
