this, combined with geological problems, huge amounts of isolation, mediocre internet that used to be dogshit 5+ years ago. The infrastructure simply wasn't there, the guy you might need to do art/coding etc is probably willing, but lives in another city, which is 3 hours of driving away at best, or a flight, and he's 1 of like 3 guys in the entire country that can do what you need, assuming you can even find him.
It simply wasn't an option unless you networked in university and found your entire dev team there and convinced+funded them to work on your project, otherwise give up or outsource to the philipines online.
Also we got the woke mindvirus pretty bad here, and the art-grants are gatekept by silver spooned champagne socialists who wouldn't dream of throwing a buck to a gaming company when they could fund yet another hideous art piece to be placed somewhere obnoxious and inconvenient in a major city centre.
