Make them actual tanks instead of fat duelists.
Tanks aren't meant to be meat shields nor raid bosses. They SHOULD exist to punch a hole in the enemies composition to allow everyone else to do their job. Ideally each tank is supposed to be good against specific strategies.
Getting dove? Go Peni(barely works)
Wanna snowball? Play Strange(worked so well it needed a nerf)
But then they make characters like Thor, Hulk, Cap and Venom who don't enable their team to do anything because they're fat just duelists.

None of them enable their team to brawl by doing anything unique to make it easier.
