If you want levels you have to work for them and interact with the game's systems, be that side quests, leves, FATEs or whatever else.

Materia's a system that's pretty negligible for casual play, so locking it behind a social interaction or crafter grind encourages you to branch out somewhat while not getting in the way of people who just wanna do the story and dip
>remove job gauges
Job gauges are a bit of a blight on the class design cause they ensure every job needs to be about the build up and expenditure of resources in order to justify their existence
>Add a huge optional grind to the game
Something that even if you play every day it'll still take you at least 3-4 weeks to complete, ideally taking you back to old dungeons and areas to repopulate them
>more benefits for playing with your FC
Something like a buff to EXP or damage in roulettes for each member of your FC you play with would promote more social play
