It's not about anime vs cartoon, but old vs new.
Just look at anime & cartoons from the 80s and 90s then compare them with modern moe slop and CalArts bullshit.
Even the 00s were still decent, despite the fact that cartoons back then had anime influence, they're still miles better than their modern versions, like Ben 10 & Teen Titans.
