Usually, around the timer of the anniversary(but not on the actual BlueFes banner), there is an event where they give 100 free rolls. This time, it's going to be for Seia and Uniform Asuna.
You get 10 free rolls every day, and on the 7th they give all that's left at once. 100 rolls is half a spark, or half of what you need to select what you want.
The BlueFes banner is the one after it, the one that actually has increased chance of 3* characters and the limited units, like Mika, Wakamo and Swimsui Hanako.
