It's because the roster is going to be a lot bigger than other Arcsys games. Even DBFZ which was also a tag fighter only launched with 22 characters.
So the quality of the animation is going to be nowhere close to previous Arcsys games (which imo kind of defeats the purpose of having Arcsys make a game, but at this point just slapping their logo on a licensed fighting game is enough to boost sales).
