It's a combination of low effort singleplayer, a broken buggy and poorly balanced online, and the playerbase being full of tryhard weirdos who can't help but abuse bugs and skill issues from the casual side of the playerbase. There's actually a lot of nice detail and attention paid to the characters and their opening interactions and such, but you rarely see most of them because of how people play the game. The devs DID definitely care about the game when making it despite what people think.

Apparently the latest patch fixed a LOT of shit on top of all the other patches that were slowly changing the game (for better and worse). Might be worth playing again. I have held back on shitting on the devs for not adding new cosmetics or maps because the base game mechanics needed fucking fixing but I think now it's on them to start delivering.

Xenoverse 2 launched ~1 year before DBS first aired. The only way to pay for the production of years of post-launch content is by making it paid DLC. Like, there was no fucking way the XV2 devs could have anticipated DBS Broly or the Tournament of Power when Toriyama was sending notes on tissue paper to Toei and Toyotaro. I get that horse armor is a scam, but the XV2 dlc added.

There was data for the missing Tenkaichi 3 characters and even more slots after the initial DLC, but nothing came of it. They were really banking on Daima to carry the post-game too.

I've said it before and I'll say it again. The game is simply not designed to be competitive fighter and shouldn't be. The only way it was going to have any form of longevity is if it had a dedicated community putting out custom battles and that will never happen because they shit the bed with customs. I could go into a long list of how they dropped the ball on and the shit they refuse to fix, but I'll simply leave it at how creating dialogue is like pulling teeth.
