I feel like stat numbers are a little all over the place and may intentionally have reduced meaning by toby just being that way about it. I think its reasonable that he's throwing or underperforming because his head isn't in the game but look at the damage you do per hit to undying and then to the regular monsters right after her. it doesn't add up.
him knowing about saving feels like "boss monster knoweldge" about world mechanics. he probably doesn't remember the loads directly, but is aware that "yes, that is a power humans can posess" because after all if his role in the world is to be a boss monster it kind of makes sense that he'd know a little more. I think thats also why toriel has that reaction when you kill her and come back where "you look like you've seen a ghost, but thats impossible!" or however she words it. she probably also is clued in to some of the worlds mechanics by nature of being a boss monster but since she is very avoidant about her problems she denies the possibility of a child having that power in front of her. this is purely head canon but I think there's some sense to it since the world does seem to operate on some unspoken rules
