I could totally see both of them being in a game if the map was bigger than previous games, imagine this:
Horses are common but you need a perk to learn to ride them, and you can level up and gain new abilities with them like RDR2. They don’t require fuel but they need a certain amount of time to rest and eat, however they’re fragile and have low health but you can buy horse armor to make them stronger
Cars/trucks are rarer but they’re faster than horses, and you need a perk to learn how to operate. You can customize them (color, tires, defense/offense systems), up-armor them to gain higher damage threshold, or strip them to make them faster. They use fusion cores like Power Armor and they can be used as a mobile base to sleep and store items. But if they’re destroyed then that’s it, no repairing
