Fallen Demon Fei + Kuroki is probably the only duo in the series that could take him. Anyone below that or around bodyguard level isn't even worth mentioning since he instantly one tapped three of them. I'm not even sure Kuroki and Fei would win, Shen is literally in the wrong story he's too bullshit to exist in Kengan without breaking every metric in the series.
