Kids have a functioning sex drive by 12 years old. The age of consent laws are about consenting to SEX. Something that comes with lots of risks and has to be handled without abuse. Even then, kids are allowed to have sex with each other and half of the population has sex before 18.
Jerking off to a fucking video doesn't have the risks of sex and should be freely available to children.
Of course if you're a parent and want to shelter your kids from freedom so they'll rebel against you and get pregnant in college, there are parental tools available for you.
