Not a great image, since the satellite image and the floorplan are actually at 2 different scales in this image, so you have to scale it up in your mind and overlay it to be accurate. The shape of that glass room does indeed seem to be the 115H room on the image, which is right next to that exterior stairwell.
If that space above the room has access to those small windows, then I would say that is absolutely the strongest theory of where the assassin's bullet came from.
A person in that position also should have been able to easily see the hand signals being communicated by the security staff without revealing themselves.
Are there any better resources for the structural or engineering drawings of that building? Some of the pipes up there may be present on schemata for maintenance access, and we should be able to see if that position has access to those small windows.
