I really cant stand this "Halo was already falling off" excuse, I personally think it was massive copium from Microsoft, 343Industries and those disgusting apologists, evident from how well Halo 4, Master Chief Collection, Halo 5 and Halo Infinite sold/did time after time.
The biggest hurdle was ALWAYS keeping people around, 343Industries just made dogshit games and it resulted in people leaving, and they consistently fucked up post launch content.

If you even dive into Halo Infinites multiplayer development you could find tons of information regarding the fact that the game was originally going to be a hero shooter until someone at MS saw what 343 were doing and told them to fuck off which is why the game felt disgustingly unfinished, they dropped everything and had to repurpose most of the content and gameplay, I'm pretty sure one of the concept artists for Halo Infinite posted some of these hero shooter designs on his workstation and explained in more detail.

The reality is that 343 are fucking HORRIBLE and they are willing to do anything but make a halo game and everything to avoid making making a Halo that plays exactly like Halo CE, 2 and 3 because they literally just hate the way fans jerk off bungie's golden era and their studio culture is toxic as fuck in this regard
